The special tariff voucher of Rs. 61 would not be adding to the balance of the phone but it would be a package with the validity of 1 month and during its validity period users will be able to make calls for 20 paise per minute.

This one although is for the Madhya Pradesh and Chattisgarh states, a few places like Haryana and the NCR region had this as a Combo Booster package where it allowed making calls at 30p/min for local calls to the same carrier, and 50p/min for the local calls to the other networks.
These plans and special vouchers work when you are on your home network and once you are on national roaming this offer wouldn’t work as the standard roaming charges are applicable there. Recently the Airtel full talk time recharge options had been changed, and similarly there are changes in the Tata Docomo network too which has the calls at 2p/sec as the standard call costs.
